The Activity Program stipulates that the Government will further apply the European principles and norms for the organization and functioning of the local government. Bringing closer the Republic of Moldova to the European Union is possible only in a state where the strong hierarchical structures are replaced with decentralized, transparent and dynamic structures, based on the rule of law, civil rights and freedoms.

According to the Programme, the Government will ensure the correlation of the central government reform with the local government reform and the transfer of competences to local public authorities, including in the area of public finance. The decentralization of power and the empowerment of public authorities will also make a major contribution to the genuine development of the regions, deconcentrating the economic activity throughout the country.
