Outcomes of deconcentrated public services assessment

The study on "Assessment of deconcentrated public services" was carried out by CMP Consulting Group (Latvia) and Business Consulting Institute within the Joint Integrated Local Development Programme (JILDP). This includes the data obtained as result of a thorough analysis of deconcentrated public services, of the citizens' accessibility degree, in particular of vulnerable groups, to these services and of the capacity of Territorial Divisions of State Chancellery (TDSC) to coordinate them. The collected data, the conclusions and recommendations of the study will be used to finalize the draft Decentralization Strategy.

The consultants of CPM Consulting Group (Latvia), Marias  Sprindzuks and Maris Pukis, two of the study's authors, mentioned that the conducted study indicates the need for serious reforms to improve the services quality and to diversify and modernize the public services. The authors also said that most of deconcentrated organs, being territorial branches of central public institutions, have very little autonomy. The territorial distribution of deconcentrated organs is uneven and their connection with local government is weak. An overlapping of networks of the deconcentrated institutions has been also attested.

The experts also said that the public opinion regarding the quality of deconcentrated public services is more negative than positive. Some of these services are less accessible and others do not directly meet the needs of the citizens from the community.

The authors of the study recommend reorganizing the deconcentrated public services delivery system. The focus is to be on the people's needs, on the establishment of minimum quality standards. The service delivery area should be extended. Other recommendations refer to larger information of citizens about public services, setting of admission time to the clients as result of the dialogue with the citizens. Particular attention should be paid to people with disabilities or vulnerable groups.

The modernization of deconcentrated public services, by introducing new technologies, is required. This refers to the delivery of some public services by phone or internet. It is an accessible practice, which reduces the human factor's involvement and the corruption possibilities.

Gheorghe Focsa, Mayor of Leova and member of a Working group on decentralization, said that there is the need for a stronger connection between the territorial deconcentrated organs of central institutions and local governments, a coordination of efforts in providing public services. "If we have a good governance in LPA, than it is clear that we will have an efficient governance all over the country", Gheorghe Focsa said.

In the viewpoint of Leova mayor, the modernization of the territorial deconcentrated public services, and of services delivered by local governments, should be carried out using widely information technologies.
